In 1998, the State of Missouri passed legislation that allows areas, with a majority approval by property owners, to create "community improvement districts," or CIDs. CIDs provide support for physical improvements, promotion, events, and similar activities through additional property and/or sales tax. In 2005, the Brookside Business Association formed the Brookside CID to provide additional support for its many events and services, and to expand those services for the enjoyment of Brookside businesses and visitors.

The Brookside CID is bounded by 62nd Terrace on the north, Meyer Boulevard on the south, Main Street on the east, and Wornall Road on the west. All businesses and property owners within these boundaries are members of the Brookside Business Association.

The Brookside CID focuses its investment in the following areas:
  • Significant improvements in landscaping and decorative elements through the area, including restoration of Brookside's signature gas lamp features
  • Comprehensive trash and litter collection, as well as snow removal for all Brookside Businesses
  • Expansion of security services to include all BCID properties
  • Regular maintenance of parking lots and other public areas
  • Support for annual events such as the Brookside Art Fair, St. Patrick's Day Warm-Up Parade, and other ongoing events and promotions
